Not permitting any outgoing calls/Messages

I have BSNL cellone prepaid sim with No: 9417795025 and the same I am using from past few years. Now the same has not permitting any outgoing calls. When ever i dial any no. i am getting the recored voice stating that all the out goings call are debarred. Although I had paid all the bills, but service is not getting activated from past 3-4 days.
