I could not make out going calls from Gurgaon, i.e. in Dolphin network from my Mobile 09422574022 and incomming, outgoing sms is working

I could not make any outgoing calls from my mobile No 09422574022 from Gurgaon, haryana i.e. in Dolhin network from 18/06. My sim is BSNL Maharashtra. I have made complaint to the custemor service centre but no use. My registered complaint docet Nos are 2426195 and 2438308. Incomming as well as SMS fecility is available. Connection is of postpaid and balance available is Rs 2714/- and validity up to 4th Sept.
