BSNL/NIC CARD
Uploading & down loading speed very less than advertised

I have purchased NIC card from BSNA Ahmedabad. The co is advertising that their will be 220kbps speed but since six months the speed is Down load speed 21.07 & uploading sped is 12.89 (kilo bit per second). The BSNL office is telling that you will get the same speed.

They are not teking the NIC card back. I am thus cheated. Please let me know What to do? I wanted to use this card for uploading training videos to professionals in Hydraulic field.
