BSNL Pune telephone services
Telephone land line dead since June

My land line telephone number (91 20) 2669 1193 has been dead since June and despite telephonically registered complaints the company&-BSNL Pune&-has not repaired the connection till date. Meanwhile, it has billed me as usual for the service they are supposed to provide.

I wonder whether it is a dead telephone line I am paying for or a dead bureaucracy and its dead technical services department.
