BSNL-Broad Band authority at highest level used to advise their customers to change their internet Pass Word freequently as a safe guard to protect against any fradulant use by anyone. Unfortunately SDOT / BSNL / Bongaon Telephone Exchange and its office have not disclosed the initial Pass Word to the customer at the time of initial installation Broad Band internet services. When asked for Pass Word - reluctant to disclose stating "Why you require this, this is not necessary, if you change Pass Word you will be in trouble etc" Recorded evidence of correspondences are reproduced for suitable action. CGM /WBC is aware of the case. As a result I cannot change my Pass Word and check up my "Service Record"

This is to inform that against W.O.Regn. No. BNN / BB / 00579 dated. 18.07.09 BB connection was made available to me only after intervention by CGM on 01.09.09. Signed copy of said W.O. not yet handed over to me.

Although the user ID has been disclosed the “Pass Word” not yet made known to undersigned so that I can verify ‘Service Record’ from time to time as well as guard against any type of fraudulent use by any one other than consumer..

On 29.09.09 I deputed my son Arijit to meet JTO to get the ‘Pass Word’. JTO has however intimated him that the ‘Pass Word’ in question is available at the slip already handed over to us at the time of installation of BB connection. The BSNL officials present there however advised not to change Pass Word as this will create problems in operation of internet service. This advise is however not appreciated since the advice appears to be not in conformity with standing instructions of BSNL Head office vide various confidential letters to the BB consumers you are requested to clarify the reasons for such advices. JTO [255200] was contacted over phone on30-09-09 but he was not available.

The said slip without bearing signature of any BSNL official was examined at length but it is seen that nothing has been indicated as Pass Word in the slip. Under the circumstance you are requested 1) To intimate Pass Word at once in writing 2) clarification to para 3 above & 3) arrange opening of “Service Record”. This may kindly be treated as EXTREME URGENT.

Kindly see another case where a direct letter issued to SDOT / BSNL-Bongaon on 01-10-09 (received by his office in morning hrs on 01-10-09) lying unattended. Kindly please go through the letter placed below for better appreciation. The very purpose as well as intention is not clear and doubtful. However you please take action as you deem fit. With regards.

BB installed on 01.09.09 but formal letter communicating initial Pass Word for internet not yet provided & as such "Service Record" could not be checked. IMMEDIATE ACTION SOLICITED.

Bill for 01-08-09 to 31-08-09 received & paid under protest. BB connection given on 01-09-09 but BB charges realized for the period upto 31-07-09 which has no relevance. Simply CASH refund demanded & in case of delay Rs.10/- p.m payable at per with BSNL own rulings.

Till today I have not received any formal initial “Pass Word” for opining of BB Internet service provided to me on 01-09 and as result thereof cannot open “Service Record” to verify my usage.

Yesterday i.e. on 06-10 SDOT / Bongaon T.E contacted me over phone but reluctant to let me have the ‘Pass Word’ stating -why this is required- we have already posted it etc. Since the verdict of SDOT is contradictory to both international and BSNL’s own directive to its consumers I have requested him to send a reply to my letter received by him on 01-10

Incidentally did not mention how they have charged Broad Band fixed charges for a period prior to installation of BB connection i.e. 01-09. Submitted for your knowledge and suitable early necessary action. Thanking you, .

CGM / W.B.Circle and other highest officials of BSN Limited are well aware that although W.O to provide BB-Plan-250 with Modem-Type 1 was issued on 18.07.09 but installed only on 01-09-09 at their intervention from their Hd.offices. Please verify your own records for your own satisfaction of the geniuses

Bill of Asit Kar, Paschimpara, Bongaon, 24-Parganas (N), Tel. Ph. No. 03215-240709, Consumer No. 650876, Bill No. 97342949 dated 07.09.09 (Due date. 13.10.09) for the period 01.08.09 to 31.08.09 sent to me, available at your Web site may be seen..

An amount of Rs.40.32 has been proposed to be paid by me towards Broad Band -S-250 Fixed Charge To: 31.07 2009. You are well aware that the Broad Band connection made available to me only on 01-09 exclusively with your intervention 0n 01-09. You please clarify yourself whether action proposed by your subordinates are in tune? I will pay the bill within schedule but in the event of repayment / refund (No adjustment through subsequent bill is acceptable which may be specifically be noted) a penalty of Rs.10/- per month will be charged at per in cash with your owned framed rulings.

It is observed from National Broad Band Complain- Web site that there exists huge complains in respect of BSNL billing, disputes lying unsettled. The main reasons for such disputes are due to reluctance by BSNL office to check documents properly and issuing bills at the wisdom having knowledge that consumer will have to pay first and very few will refer back. Imposition of a penal clause for such mistakes will arrest such negligence.

However immediate actions solicited on para 3 above.
