Complaint on Employee conduct

Hi,

I want to know whether government employee, working as a cashier in one of the BWSSB branches, can also involve in arranging for water connections to new buildings... Is that the BWSSB will allow the employee to this sort of job & want to know is this not a cheat as the employee working as a cashier, can do this job also.

If this is not the right place to complaint then do let me know where to complain.. Before that, want to know whether this things are allowed in BWSSB.
