Low Voltage for t the past over 3 months

For the past over 3 months the voltage is very low. We have connection of 40 KW but are not even able to run two Welding Sets. We have given complaints in writing also but no one listens. We have given to them parts/cables from our side and even born the cost of cranes for doing repairs but no solution till date. We are just frustated.
