Passport Reissue - delay

Hi,

I have applied for passport reissual for me and my wife in June and till now we have not received our new passport till now (Oct 30th). I already contacted the chennai passport office in september, and they did not respond properly and kept saying we will get it in 15 days ;

We have planned a trip to US in November and we are waiting for our passports. We don't know whom to contact and what to do.

Pls help us.
