Non refund of Insurance premium

I have taken citi bank Home loan with Account No :41XX14 for which i was asked to take Home loan insurance by paying Rs.22785 the loan was closed on 20/09 and taken over by Citibank Home Loan account No 41XX36, i was told that the insurance will automatically transfer to my current Home Loan no : 41XX36 as its a internal loan closure and take over. I have also called the call center several times and every time they used to say it’s in process. In the month of February i opted for loan closure and have asked for details of the Insurance and was told no insurance cover exist on my Current Home loan . i had closed my current Home loan on 31st March and even on during the same i was told by Citibank that no insurance cover exist on the current home loan no 41XX36 and was asked to write to Insurance operations for refund of the insurance premium on my earlier 2005 closed home no 41XX14 which I did and was waiting for the refund cheque. To everybody’s surprise I get a letter on 17th May 47 days after closure of my Home loan that the insurance has been transferred from 2005 closed home loan (no 41XX14) to my last closed home loan no 41XX36 . I feeling this practice of Citibank is totally unethical .1. They have cheated me by not transferring the insurance for last 4 yrs from earlier home loan no 41XX14 (closed in year 2009) to 41XX36 (closed in 2009) 2. Now sending a letter stating that the insurance has been transferred to a Home Loan account which has been closed 47 days ago is a clear act of cheating as all the loan and insurance are done by the same bank, after my request for closure refund .that too with so many mails and around 3 letters to different address .3. Also without any letter from me how can they take all this transfer on their own 4. also trying to levy all unneeded charges on the premium payment before refund 5. no insurance statement has been issued till date and no transparency on the charges and account . 6. I have written several mails which I have attached below also called many time to Citibank call center. You can seek for a complaints log from Citibank which will show the faults of the bank towards its customer I seek your help to get justice and refund of my charges.
