My name is still in CIBIL list as defaulter

I have cleared all dues w.r.t. credit card issued by CITIBANK.N.A.

No.5401 6595 0480 4003 in the year 2004 itself. But even now my name is not removed from negative list and all my loan applications in each and every banks are getting rejected. I have been informed by Citibank that they have already informed CIBIL to remove my name and CIBIL has failed to do so. When my name will be removed from CIBIL negative list? I'm in urgent need of money.
