Charges for bank mandata

Citizen bank i (Borivali west) is charging customers Rs 100/- per bank mandate for one year. In other words if one wants to pay Electric bill, Gas bill & Telephone bill by ECS, one will have to pay Rs 300/- per year. Is this charges in order.
