Refund cheque had stopped payment

CITY LINE they develop software & websites. I had paid them Rs 4630/- for development of website against some other ajustments which total comes around Rs.8110. but when I ask for repayment after one month They gave me cheque if Rs 8110 & cheque returmed as stopped pyament. & warmed me if i wwill ask for the same they will ask local goon to teaach me a lesson. so i am mentally distrurbed can gover ment herm me out in this with this & provide me compensation for my torture & harrassement by atlest 10 times to it or as per honorable law says. i had paid them in cheque of Rs. 4630/- & rest of some ntraceutical bill of some amounts which comes to Rs8110/-

At my office marvel medicare i paid some goods & Rs 4630/- cash & around sotheir new office near chate choaching at tilaknager dombivli. where they gave me Rs. 8110/* cheque dated 15/10 then asked to put that amont of cheque on24/25 & cheque came bak as stopped on 27/10. i asked reson they said we won't build website do what ever you can you go court. i am totally frusted no where to complaint please help me out their

with no office address. they also told me we collect service tax but don't pay govt.

kya vukhadsaki ti hogovt nahi ukadsakti hanari tuoa tu kiya chi hai.

what i can i do please help me out.

service tax is exempted to websites.

please provide me my Rs 8110/- with some good compensation at least ten to tweleve times with expenses on phone call for this kind of attitute by cityline'svevek mishra- GM, gaurav Mishra - prtoprietor & sarita mishra - cordinator.
