Side window and Mileage

I have been calling tata motors company (Concerde) the car is giving me a mileage of only 10KMLitres and i was told it will give 14KMl by the agent, also the day i took the car after that the next day the left side window had a problem it was not rolling up, i guess all these things should be checked and then vehicle should be given to customers
