Egarding issue of Credit card

I received a phone call before four month, regarding issue of Gold credit card, that person has informed me that we have selected your account for Gold credited card after watching good performance of your saving Account (Customer Id :- 23696754),

but till date no further processing have been doen, i try many time to contact that person, but result NIL

please help me to issue a Gold Credit card on above customer Id.
