Car Parking charge increase before possession

Hi,

I have booked a flat with crossing infrastructure (crossing republic Ghaziabad project). At the time of booking the flat (a year ago) it was told that the charges for the covered car parking will be 1.5 lacs which should be paid at the time of possession (expected possession date in Dec). Now I have got a letter from the builder that I should pay 1.5 lacs for the car parkig now (till 25th Oct) otherwise I will have to pay Rs. 2.25 lacs if I pay this amount at the time of possession.

Please suggest whether the builder is authorized to apply the revised rate of car parking to the old customers or not.
