Sweepers Charging more than written in Urinals

In the CST mumbai station ladies urinal its clearly written pay Re 1, But the sweepers are demanding more for using toilet. why are they charging any amount of money it should be free of cost. Otherwise take Rs 2 for drinking water also. These are basic things for common people and it should be free of cost.
