Your department demands bribe for installing new water connection

I had applied for a new water connnection in my premises i.e. D-1/3 1st Floor, Jeevan Park, Uttam Nagar, New Delhi-59 vide No.929/20.09.2010 in the name of Mr. Vijay Kumar Sharma. When I enquired at C-2 Janakpuri Delhi Jal Board office I came to know that my file is still lying with the Janakpuri office and they demanded bribe from me. One Mr. Umed Singh reportedly has kept the file with hime for the last 15 days. Is this is the way Delhi Jal Board installs new water connection. Kindly revert back at the earliest.
