Duplicate certificate provided for joining in Railway by an employee

Dear Sir,

One of the employee is cheating the entire railway department in Andhrapradesh. He is working with an another persons certificate for the past 15 years and above. For getting this job he has changed his name which is already available in the certificate. Kindly give me an assurance that this matter will be considered and file a case on that particular person. i will provide rest of the details soon...
