Honourable Chief Minister,
Till the year the CONTRACT will be granted to the person, who bid with least average cost for products such as vegetables, coconut, tomato, lemon, egg, chicken meat, mutton meat and fire wood.
Last year, when the Open Tender for this Contract was held on 26-Dec, the bidder Mr. Paul Raj submitted the expired solvency, which is invalid for approval of contract. But the contract was illegally approved to Mr. Paul Raj, violating the terms and conditions, with an illegal intention to favour Mr. Paul raj.
Last month, when the Open Tender for the above said Contract to the year 2009 was held on 26-Dec, three parties participated in the bidding to hold the contract. The parties were Mr. A.Tomwilson, Mr. Paul Raj and the Co-Operative Society. Among the three parties Mr. A.Tomwilson is the only eligible person to hold the contract, who bided with least average cost.
Mr. A.Tomwilson is the eligible bidder, who bided the least cost rate of Rs.195.50 to hold the contract with a huge difference of Rs.13.60. But the contract is illegally provided to Mr. Paul Raj, the highest bidder of Rs.209.10.
Hence, I humbly request you to consider my information and to do the needful to identify the injustice and illegal things by the respondents and provide the contract legally unto Mr. A.Tomwilson thereby rendering justice. It is necessary to direct the Police Officials of District Crime Branch and Vigilance & Anti-Corruption Dept to investigate this issue with immediate effect.
