Non recipt of bill on time

I have received bill of MTNL dolphin mobile No.9868398668 for the month of Oct., which last date was 24th November on 25/11 and for the month of Nov which last date is 24th December on 25/12. Due to non payment in time late chagres Rs.20/- has charged. When I do not get the bill. How could I pay the payment in time. So late chages of Rs.20/- may be drop from my bill. In future please post the bill on net in time.
