Delay of passport

I had applied my passport on 16-6 .actualy i got a status it was dispacted on 30-7. but now status was changed to "OTHERS" .i dont understand so please assist me to the date of issuse of passport because with in a month i have to attent my GRE and TOEFL exams for which passport is mandatory.

so i hope u will issue my passport as soon as possible.my ref number is z204031.
