Officers are not attending the complaints

Hi in morning due to some fault our wise got loose from pole. So i went to complain at electricity office but they are not attending the complaint and saying just go home when got the time we will come. I urge them as my mothere is not well so please do urgently but they are not listening. My address is of up please help me up
