Worst Experiance from MSEB-Thane

Dear Mr. Commissioner of electricity board,

We are staying in our newly bought flat from last 3 years. From Last 8 months our electricity meter reads as Default meter. Last month my husband gave written complaint to our local electricity office. To my surprise, our local electricity officer visited our home and said that he knows our previous house owner and he had done some illegal settings to the meter (but the meter is in sealed form) and if you complaint regarding this, we will have to face the penalty from the date the meter was installed.i.e; from 1993 onwards and we have to pay Rs.27000/-

Even he informed that if we agree to pay Rs.10000/- to him, he will replace our meter without any other issues. Most interesting fact is he is not reveling his name.

I am totally disappointed with this fact that even if we go forward to complain about anything, we have to face such an adverse effect. Now even my in laws blame me for forcing my husband to give complaint.

I just wanted to know the correct procedure of replacing a meter in fault... because others should never face a problem as such. Every citizen should have the right to be informed... please help.
