I have worked as Sector Officer / Zonal Magistrate for the Lok Sabha Elections - 2009 for Jodhpur City (128). My services were utilised for more than 30 days for mapping of vulnerable areas, night patrolling, door-to-door campaining for making EPIC cards, smooth conduct of elections, infrastructure facilities at polling booths (15 Nos.), etc. When the question of payment of honorarium came, the DM officials quoted the Instruction No.43 issued by ECI and informed that Sector Officers / Zonal Magistrates will be paid a lump sum amount of Rs.800/- for the entire period of work instead of Rs.800/- lump sum rate per day. Whereas Micro Observers / Presiding Officers / Pooling Officers / Voting Agents were paid on rate per day basis and Rs.100/- towards refeshment charges on polling day. They are wrongly interpreting the lump sum rate with lump sum amount. Lump sum rate will generally be paid on per day basis and lump sum amount will be paid one time only. The Instruction No.43 issued by ECI is also vague. Even police officials posted for election duty were paid on per day basis. Inspite of our effort to convince the DM and complaints made to CEO, Jaipur, CEC, New Delhi does not yeild any result. This payment is not like TA/DA as telling by DM. The ECI says it is only an honorarium / remuneration. Kindly look into this and forward our complaint to ECI for needful justic.
