Shortage of 200 cement bags

I am sending a tt payment 244 tonn (4880 bgs) of cement in advance.

We have received only 4680 bgs of cement but railway document from pakistan is 4880.

Indian railway certified 4680 bgs (shortage of 200 bgs) and custom dep is also certified 4680 bgs.

But when we call to company officers of Fecto cement ltd. Pakistan we have no response from them.
