1 year over but not receive Passport

I applied passport in March in chennai. But I didnt get Passport, So finally I hv given application for transfering my Passport application to my state (u.p) in NOV. But still I didnt get any respone. And when i checked status of mu passport. So its showing below mention passport status last 4 month as it is - I dont know in passport office any employee working or not. I made call many time but nobody receive. I think all are sleeping hole day-
