Opening, repacking of parcel and missing parcel object

My parcel was sent from jaipur to davangere. it contain 650 gms sweets. My cons. no was R40/142706. when we open the parcel we found that parcel was opened and repacked and there was only 150 gms of sweet. how safe we are with first flight you can see from this example
