Seller collects extra money for water bottle

I am a frequent traveller from chennai to trichy by train. last week i went to trichy in mangalore express. when the train was stopped in villupuram station, i bought a water bottle for Rs 15. Actually its MRP rate is 12. The guy who is carrying food items in tri-cycle is collecting Rs 15/water bottle. Really its affects the passenger who travelling in the train. License for selling food items has taken in the name of "Harish Babu". Due to this, the passengers are really affected. Please kindly take an action against this.
