Unexpected charges

I booked two tickets from New Delhi to LUCKNOW on 21/11 ON THE INTERNET in GOMTI but the transaction failed due to system fault at the IRCTC website. The amount of money amounting to Rs. 317/- was, however, debited to my SBI ATM and DEBIT card No 6220180260300023371 . Their Failed transaction ID is- 0161415301 dated 21/11

Kindly help me to get refund of Rs. 317
