Goel Ganga builder is not ready to refund booking amount

Hi,

I booked a flat is Ganga Vertica, Bangalore in May. This project is promoted by Pune based Goel Ganga builder. After booking builder didn't co-operate in terms of providing relevant document and signing the agreement. Since it was not going anywhere I decided to cancel my booking in the month of Nov. Now its one year since cancellation but I didn't refund for my booking amount. I approached the builder many times but he is not ready to discuss.

Please help.
