UNABLE TO GET REFUND OF APPLICATION MONEY

I invest Rs. 2 Lacs 25 Thousands as the registration amount for a residential Plot measuring 200 Sq.yards under soft launch with Greencity Buildtech Pvt Ltd (Noida). As per the agreement between me and the company it was stated that the company will offer allotment with 9 months of registrartion but it has not been able to fulfill the commitment even it is 30 months since the Registration. After having followed time to time with company with regards to the allotment and not getting proper answer, I decided to make a request of refund and then I apply for Refund of money with interest for delayed period on 06.08.2007.
16 months and Inspite of constant follow up I have not been refunded the amount which makes me feel that the company intention is Malafide.
I Need the Refund Urgently. I have all the paperwork including the application I have made with the Company in order to get my refund. I Request you to help me.
I Had paid a booking amount of Rs.225000.00 (Rs. Two lacs Twenty Five Thousand Only) on information by the dealer, Raj Properties that I would get the allotment in early time because it Rajasthan Govt gave its approval of 90-B to the Builder. But the Greencity failed to obtain the requisite licence and the delay is already over.
Agreement with Greencity through dealer Raj Properties, in case of they are unable to allot for whatever reason within 9 months of application, they will pay simple interest @11% for the delayed period.

Jitender Choudhary (M.D. of Greencity) many times committed and assured me that I Could take my refund. But till now I have not received my refund amount.
From August to till date when I use to call their staff there was a lot of excuses like income is not available, funds is not available, even they people did not pick their mobile phone 9910340004, 9910897116, 9910398567 etc) despite my having called more than 50 times in a month they never got back on my missed calls. Even on telephone no. 95120-4069999 she says that we can not fixed my meeting with M.D of Greencity.
They have cheat us for the following reasons:
1.They are banned by the Government even then they collected moey from the Public which was through high pressure Advertisement in dailies like Times of India, Hindustan Times which appeared continiously and frequently for a month.
2.Even after getting application for Refund no money has been refunded till date.
3.He has closed down two of his Three offices 1008, Ansal Bhawan, New Delhi has been shut down and so has been his office-1, 2nd floor, Sector-18, Noida only his office A-3, Sector-59, Noida Remains Now. After having money collected huge money from the public form the property boom, will this builder do the vanishing act soon? Will he loot the entire money and scoot?
4.Investors asked for his money with interest, the M.D Mr. Jitender Chowdhary and his friends (who claims to be a lawyer) even claimed that he is not liable to pay to any investor as the so called agreement does not hold ground as per the law.
On the basis of facts and incidents, I am convinced that Mr, Jitender Chowdhary M.D and his friends has make great thugs and cheats. I request you to kindly Investigate/ Register a criminal offen against him and his company and help me to get my hard earned money back before he goes.
