Way to make fool the Public

It has been observed that the HPDA had launched for residential property and even without refunding the registration money of unsuccessful applicants, again launched another scheme in same residential colony. This is the way to make fool the public because How can an applicant deposit the registration money twice or thrice? or he is bound to take help of Bankes for finance.to avoid these problems, I thinh that these Authority Bodies should undercome any regulatory body like IRDA etc, which can govern these bodies under same rules and regulations.
