Internet Speed issue

Such a very bad exp. from HATHWAY BROADBAND INTERNET

service we have plan 512 Blast New - Extra as per plan commitment we get minimum 128kbps upload speed but after going 3 months we still have problem for uploading issue we get only 500 to 800 bytes per second..? so how can v attach any file. we just attach only 1 mb file its take more than 15 to 20 minute so how can v work.
