MONEY DIDNT COME OUT FROM ATM BUT BANK CHARGED ME THAT TRANSACTION

I M RAJAN KUMAR MANGAL HAVE AN SAVING BANK ACCOUNT WITH HDFC BANK 06481600001657. ON 23 APR I tried to withdraw rs8000 via icici banks atm from ludhiana from my hdfc bank account. but icici bank atm machine said it has no money and so transaction was not sucessfull and the paper roll in the atm machine was over so it doesnt printed that transacion...

but icici bank charged me rs 8000 for that transaction whic was not sucessfully withdrawn

i made a complaint on phone banking of hdfc sameday with complaint number MOH006021 on 23 apr.then on 27 apr hdfc banks compalint department said me to fill a CHARGE BACK FORM Against icici bank to get ur money back... and i do the same on same day at main branch hdfc NEAR NARENDRA CINEMA JALANDHAR CITY

BUT TILL TODAY 11-05 NO FURTHER RESPONSE HAS BEEN GIVEN I HAV CALLED AT PHONE BANKING AND COMPLAINT DEPT FOR MORE THAN 10 TIMES THEY SAID THAT THEY WILL REVERT ME BACK TODAY ONLY BUT STILL THERE IS NO RESPONSE

i m helpless who will pay the 8000 back who will give me interset of money for these days bank is not giving my money back pls do somthing
