Non delivery of gas cylinde

I am resiing in Hubli (karnataka) I have gas connection of Hindustan petroleum in my father in law's name- Mr. Ramchandra S.Pathak. I am not getting gas cylinder after booking for a long time.this happens at every booking. No proper replies are given by dealer. There is no board regarding customer service of hindustan petroleum at dealer's shop Details are as below
