Car parked in a No parking zone (in front of my grandmother's society's gate)

It was weirdest thing I'd ever seen! A car was parked in front of a Housing Society's Gate. This is the society where my grandparents live. I had gone to visit them on last monday when this incident occured.

Moreover, the car owner did turn up quickly as if he didn't care about the traffic rules... My sister was unable to move her car out of that gate because of the car owner's negligence. I immediately took the photographs of the wrongly parked car! So I request you to take appropriate action. I am attaching the photos with this complaint.
