Not allowted second gas cylinde

I applied for allotment of second cylinder on 03.05.08 at HP gas distributor, bund garden branch, Pune_411001 (Maharastra).but till now there is no any action taken by distributor. Every time when i contact to him, always he say second cylinder allotment is still closed.but he had given a new gas connection to others.

Please observe my problem and take necessary action.
