Non delivery of Refill cylinde

Dear sir,

i have booked my refill cylinder on 09-01 and delivery is due after two days as they say. i have not yet received my refilled cylinder. Receptionist frequently cuts the phone without giving satisfactory reply to the queries and sometimes they never receive the call. Please do something.
