Non release of Transfer connection

I have transfered my HP gas connection from Kolhapur to pune.

At pune I have asked HP Gas Dealer M/s Shivshanti Gas, Dhankwadi Punefor transfer of connection.

However he is telling that no stationay & cylinder is available. Further asking me to inform M/s Hindustan Petrolium Pune office for same, sothat we can release connection.

you are requested to instruct concern dealer that arrangement of stationary, cylinder etc is the responsibility of Dealer but not the customer.
