Non receipt of GAs Cylinder even after 15days of booking

Hi

I have booked my HP Gas cylinder on November 10 but till today (November 25) no delivery. Number is always engaged (i doubt that they put aside the receiver). Even if you get them on phone, they always says it will be delivered today by somedate. When we have followed up again today monring (25-Nov-09) by personally visiting they have promised that it will be delivered by today afternoon, but now again we have followed on phone, now they are saying it will be delivered on Friday (27-Nov-09)

Dont know what to do? How shall we feed our kids? Can anyone help?
