Trasfer gas connection to another city

I am Baljinder singh, I have transfered my house to Ludhiana city from Moga, my S V lost i creat affidative and disconnect the connection but ludhiana Gas service did not accept. Now 9 months passed, some reasons, now i have back to tranfered Moga city but moga gas service not accept my documents. According to them many time has passed now this connection expire.
