Non delivery of reffil

I have booked cyllender 20 days back on phone, and confirmed the booking by visiting the dealer office.

whenever I called the dealer he says that today he will deliver the reffil, but its not done till now.

I visited the your office twice in this due course and last on saturday 24th Oct and he promissed to deliver on same day.

Today I called he says he will deliver it on tomorrow (He always says that)
