Non delivery of cylinder even after 3 week has passed

I have booked cylinder on 25/09. Almost one month now I have not

received it as yet. My other cylinder is also empty by now presently using

my relatives cylinder. When contacted I am told that it will be sent

immediately. However no signs. Every time I book the cyl. same story is

repeated. Please let me know the process of changing the agent. As this

agent (HP GAS - TALKAR GAS SERVISES Porvorim Goa) is useless.
