Delay of passport

Dear Sir,

I am working in Dubai and I was applied passport for my wife on 18th Dec'08 with perfect attachments in Hyderabad (File No - A308812). for the same after one month police enquiry also done and every thing is clear. But sill now i haven't received her passport. when ever we are calling the passport office their answer is police enquiry is not at received. For that also she was taken enquiry clearing letters from the police commissioner and submitted in passport adalat two times. But still now no result. plz help us kindly issue her passport.
