Fraud bills with poor speeds

I am just getting 5 - 50 kbps sppedds on bsnl broadband depending on time/ traffic not 250 kbps as claimed by BSNl. On the contrary I am charged at a rate of 500 mb download in 01 hr. I dont think such consumption is possible. Pathatic state of affairs
