Transaction declined by ATM, money not refunded

Dear Sir/Madam:

I am an existing ICICI Bank customer for the last 8 years (A/c No. 000701228384). As per RBI regulations, I am free to use my debit card on any bank's ATM from 01/04. I used my ICICI bank debit card on an SBI ATM (Rohini Sector 13 DDA Market) to withdraw Rs. 1000. That transaction was declined by the ATM. I then proceeded to ICICI Bank ATM at ICICI Branch, DC Chowk, Sector 9, Rohini, and withdrew the amount from that ATM. However, when I checked my balance around 2 days after that, it showed that Rs. 1000 was deducted twice from my A/c on that same date. When I contacted ICICI bank, I was told that it will take around two months to get my Rs. 1000 reverted back to my account.

I hope you please look into the matter and kindly clarify.
