Change in the spelling of the name

Respected sir,

I passed 10 th standard in ICSE in the year 2004 . My correct name is Venkat Ram Reddy Bobbali and my fathers name is B MADHAVA REDDY but by mistake i submitted BOBBILI in my name and B MADHAV REDDY for my Father's name. This mistake has crept into my 12 th marks card and college. I have sent ICSE an application to change but they disagreed saying it is too late . 12 th card and college documents can be changed only if 10 th changes. So kindly tell me what action i can take . i am ready to go to any court to get any required notice. Please help.
