Inability to give dmat aacount

Idbi paisa builder received my application to open dmat account on 7/11/08.they promised to give it in 15 days.today 52 days have passed it still havent received it.they say that initially it was rejected thats why it is taking so long. But they fail to explain why it was not reported to me and only after me following them after 30 days, the tell me thisa week ago.there is no response when i try to complian.nobody follows me up with the status. i have to call and email everyday.they make lame excuses and have been delaying things everday. It is simply unacceptable that they have delayed things forso long.i hereby complain with hope that there is some sort of action on the bank.
