Access to partner networks while roaming

I has serious problem while accessing the partner networks while i was under roaming at Kolkata. All 3 days i kept on switching my phone on/off, as that gave few lucky minutes of coverage. when some one tried to call me, he/she would get a recorded tape in 'gujarati' and when i tried to call some one, nothing happened.
