About call rates

I own a idea cellular prepid connection numbered 9887945414 .i was told that call rates will be applied .60paisa per minute when you are in home zone applied by idea cellular.i use mobile in home zone prescribed by idea cellelar but call charges rs.1/-per minute.please correct my call rates.
